
With nearly 20 years of experience in the tech sector, Neal Bloom is passionate about investing in and supporting innovative companies that solve real-world problems. As Managing Partner at Rising Tide Partners, he funds founders at the earliest stages through a community of serial builders committed to investing in each other.
Neal also leverages his entrepreneurial background and community expertise to create and grow tech ecosystems. He advises governments and special districts on strategically building community through events and public outreach. In addition, he publishes an email newsletter and hosts a podcast focused on founding, funding, community building, and connection.
Previously, Neal co-founded Portfolium, an online portfolio platform that connects students and professionals with employers, which was acquired by Instructure in 2019. He also contributed to the growth of Hired.com and other education and talent technology platforms, helping scale their impact to millions of job seekers.
Earlier in his career, Neal worked as a systems engineer and product manager at Pratt & Whitney/Aerojet Rocketdyne, where he played a role in launching 84 astronauts into space through the Space Shuttle program and contributed to the development of the future Artemis program.
Neal holds an MBA from Pepperdine Graziadio Business School and a B.S. in Mechanical Engineering from UC San Diego.
